King’s House, Jamaica– Governor-General Sir Patrick Allen appointed Mr Joseph Isaa as the Custos Rotulorum for the parish of St Ann at a Swearing-In Ceremony held at King’s House on Monday 16 September 2024.
Mr. Issa who succeeds The Honourable Norma Walters, is a businessman who has contributed significantly to the development of St Ann and by extension, the nation through his philanthropic activities, community service, initiatives in education, entrepreneurship, and social welfare.
Sir Patrick Allen in his remarks expressed that the number of attendees at the ceremony was a direct reflection on the impact Mr. Issa has made on the people in his community and by extension the nation.
“While this occasion is typically brief and intimate in its presentation, it is heartening to see so many supporters of Mr Issa who have taken their time to stand with him in his swearing-in. Mr. Issa’s contributions to business and community service are well-known, and I wish him the very best as he takes on this respected role,” he said.
In his response, Mr Issa asserted himself as a son of the soil who is determined to continue the growth of the parish as was done by his predecessor, The Honourable Norma Walters. As someone who believes that service to his community and the nation is of utmost priority in nation-building, he indicated that he will do his best to ensure St Ann is a parish that continues to grow. Service for him has been one of his strongest assets which he said has been the driving force behind his success. Now as Custos Rotulorum, Mr Issa said that he will use this asset to ensure that St Ann remains one of the best parishes on the island.
“I am Joseph Issa, made in Jamaica, product of St Ann,” he declared while noting that the work has just begun.
The Custos Rotulorum is The Governor-General’s representative in each parish. The Custos chairs the Parish Justices of the Peace (JPs) Association and the Governor-General’s Achievement Awards Committee. The Custos is the Chief Magistrate of the parish and is responsible for compiling a roster of the JPs, ensuring adequate numbers in each district and at every Petty Sessions Court sitting to carry out functions.
Additionally, the Custos serves as the chairman of the committee in each parish that recommends candidates for appointment as JPs to the Minister of Justice.
